Alternative Payment Methods for Fraser Programs and Services
If your insurance doesn’t cover the services you or your child needs, you may be wondering what payment options are available. Or maybe you don’t have health insurance to cover the cost of services at Fraser. Or perhaps you’re wondering if there is another option for payment, like a program or grant that your family might qualify for, to help cover therapy expenses.
The good news is that Fraser can help most families find ways to pay for services. In almost every case, we’re able to work with families to help ensure they have access to the care they need.
For individuals and families who don’t have insurance or for services that aren’t covered by insurance, Fraser offers the ability to apply for a sliding scale for fees. To apply, you must complete an application, which asks for information like your household income, the number of people in your household and other financial information.
You can request this application from the Fraser Billing Department. After you have applied, Fraser will review your application to determine if you qualify and at what level. This option isn’t open for those who need help paying a high deductible.
Under the law, health care providers need to give patients who don’t have insurance or who are not using insurance an estimate of the bill for medical items and services.
- You have the right to receive a Good Faith Estimate for the total expected cost of any non-emergency items or services. This includes related costs like medical tests, prescription drugs, equipment, and hospital fees.
- Make sure your health care provider gives you a Good Faith Estimate in writing at least 1 business day before your medical service or item. You can also ask your health care provider, and any other provider you choose, for a Good Faith Estimate before you schedule an item or service.
- If you receive a bill that is at least $400 more than your Good Faith Estimate, you can dispute the bill.
- Make sure to save a copy or picture of your Good Faith Estimate.

Fraser Targeted Case Management helps individuals and families navigate the complex social and medical services system to access needed resources. Care advocates help people identify different financial supports, including community programs, grants and other medical assistance programs. This is available to support children up to the age of 21.
Grants and Medical Assistance to help Cover Costs
Fraser can connect individuals and families with various grant and financial assistance opportunities to help defray the cost of programs and services. There are state grants and grants offered by different businesses and healthcare providers, as well as medical assistance programs. Our case managers, care advocates and billing department can help you apply and find these funding resources.

Support GrantThe CSG program gives consumers greater flexibility and freedom of choice in service selection, payment rates, service delivery specifications and employment of service providers.
Family Support GrantThe Family Support Grant (FSG) program provides state cash grants to families of children with certified disabilities.
TEFRAMedical Assistance-TEFRA (MA-TEFRA) is for children with disabilities whose parents have too much income to qualify for other Minnesota Health Care Programs or who qualify, but the cost would be too high.
